Method, stated up front. Every price below was taken from the vendor's own pricing page in August 2026. Where a vendor shows monthly and annual rates we use the annual per-user rate, and the worked totals are our own arithmetic from those rates: base licences only, add-ons excluded and listed separately. Where a price did not render or is not public, we say so rather than quoting a number we could not verify. Vendors change pricing, so treat this as a dated snapshot.

Three things jump out of that table. Zenduty's Starter tier is the cheapest sticker on the list but caps at 5 seats, and its call and SMS allowance outside the USA, Canada and India is 25 per user per month, which a single rough night can burn through. OnPage has the lowest uncapped per-seat rate at $13.99. And the 40-seat column shows how tier caps bite: xMatters jumps from $225 at 15 seats to $1,560 at 40, because its $15 Starter tier stops at 25 users and the next tier is $39.
The add-ons that change the bill
Base licences are the easy part. The add-on and allowance structure is where two tools with identical stickers end up hundreds of dollars apart, and it is the part pricing pages make hardest to compare. What we found, per vendor, in August 2026:
- PagerDuty lists AIOps event intelligence, live call routing, status pages, stakeholder licences and extra AI actions as add-ons with no public prices, so the real total is sales-quoted. Our PagerDuty pricing breakdown covers each one.
- incident.io sells on-call itself as an add-on: $10 per user on Team, $20 on Pro, or a $20 standalone product. A Team seat that can actually be paged is $25 in practice, which is the number in our table. The full head-to-head is in our incident.io vs PagerDuty vs Shiftctl comparison.
- Better Stack includes unlimited SMS and phone alerts in the responder licence, which deserves credit. The add-ons sit elsewhere: an inbound call-routing number is $208 a month on annual billing, reporting and analytics is $4 per member per month, and channel-based incident management is $9 per responder.
- OnPage prices channels individually: SMS is $60 per user per year, live call routing is $108 per user per year, a dedicated line is $360 a year, and voicemail is $5 per user per month. The low sticker assumes app-push paging; page over SMS too and a 15-seat team adds $900 a year.
- SIGNL4 charges per message on its free tier (15 cents an SMS, 35 cents a call) and $10 a month for a dedicated number. Its paid tiers bundle the channels.
- Zenduty (Xurrent IMR) lists status pages as a $10,000-a-year add-on on Starter and Growth, included only on Enterprise.
- xMatters excludes SMS and voice notifications from its free tier entirely, so the $0 plan cannot wake anyone by phone.
- Shiftctl has no paging add-ons: SMS, voice call with press-1 acknowledgement, Slack, email and push escalation are included in the Enterprise seat. The honest gap is inbound: there is no number a client can dial, where Better Stack, OnPage and PagerDuty all sell that capability.
Free tiers at 5 seats, honestly
A five-person team can run genuinely free on several of these tools, with sharp differences in what actually gets sent. PagerDuty's free tier covers 5 users with 100 SMS and phone notifications a month and a single schedule. ilert's covers 5 users with 100 SMS and voice notifications account-wide. incident.io's Basic tier includes single-team on-call with one schedule. SIGNL4 is free for 5 users but meters every SMS and call. xMatters is free for 5 users but without SMS or voice at all. If your paging must survive a phone on silent, check the channel allowance before celebrating the $0.
What "cheapest" actually means
The cheapest tool in the table is not the cheapest tool for your team. The question that decides the real cost is which capabilities you would otherwise buy separately. A generic paging tool at $14 plus a middleware connector to your PSA plus a reporting tool is not cheaper than an integrated seat at $15. Equally, if all you need is push-based paging for three engineers, most of the table is overkill and a free tier wins. Tier caps. Several vendors price their cheapest tier only up to a seat limit: xMatters Starter stops at 25 users, so a 40-seat team pays the $39 Base rate and the monthly total jumps from $225 to $1,560. Zenduty's Starter stops at 5 seats and Growth at 50. Always price the seat count you expect in two years, not the one you have today.
Which tool is cheapest for an MSP specifically?
For an MSP the arithmetic changes, because a generic pager needs PSA middleware and separate reporting bolted on before it does the job.
